Marina Bay Sands supports the social safeguards established by the Singapore Government, including the entry levy system for Singapore citizens and permanent residents, the Visit Limit Programme and Casino exclusion orders.

To encourage patrons to gamble responsibly, Marina Bay Sands has established the Marina Bay Sands Voluntary Pre-Commitment Programme. The Programme is free of charge and allows patrons to plan their gambling expenditure by voluntarily setting a limit over a 24-hour period.
Voluntary Pre-Commitment is a programme for patrons to set limits on how much they will spend, with the aim being for a patron to make an informed decision about their gambling before beginning to play to limit any unforeseen losses.

Patrons who wish to enrol in the Voluntary Pre-Commitment Programme need to complete the application form overleaf and proceed to the Casino Cashier, Sands Rewards Club Members can also download a copy of the application form from the Sands Rewards Club website and Casino Cashier staff will assist patrons with the enrolment process.
Acceptance into the Voluntary Pre-Commitment Programme takes immediate effect upon completion of the enrolment process. Patrons enrolled in the Voluntary Pre-Commitment Programme will be required to establish a deposit account with Marina Bay Sands where they will be able to deposit funds up to the amount of their planned gambling expenditure and then draw on these funds for their gambling activities over a 24-hour period.
Please note that Marina Bay Sands will not advise a patron on the amount of their Voluntary Pre-Commitment limit. The patron must decide this based on their own circumstances.
Once enrolled in the Programme, a patron will only be permitted to purchase an entry levy at the Entry Levy Counter located at the Casino entrances. Patrons who are annual levy holders will be advised during the enrolment process to approach the Casino Cashier to deposit funds up to the limit which they set.
A patron who reaches their limit must inform the Casino Cashier personnel and will not be permitted to deposit more funds until 24 hours have elapsed from the time of the initial deposit. Marina Bay Sands may request a patron who has reached their limit to leave the Casino for a minimum period of 24 hours.
If a patron is invited to leave the Casino under the Voluntary Pre-Commitment Programme, any unused portion of their entry levy (if any) will not be refunded for that 24 hour period.
